Automate PyPI and Conda publishing

Is it possible to automate conda releases with https://github-actions-workflows.openastronomy.org/en/stable/publish_pure_python.html#upload-to-anaconda ?

To be clear, that workflow is to upload wheels to anaconda.org, not to build conda packages. We should probably just keep conda-forge as the conda building infrastructure?

Maybe a rename would be useful, something along the lines of "distributing development version wheels" without saying anything about anaconda.
