Prevent PR merge without integration tests

Description:

We recently introduced integrations tests to run through Astro CLI local setup and commands and these are configured with existing circleCI pipeline.

In order to make sure we run through these tests for every PR, we would want to make rule in Astro-CLI repo to prevent merging without executing these integration tests for that PR.
