Rip out chi

We moved to chi after the EOL of gorilla mux and supporting ecosystem. Gorilla mux is now supported again but give the changes in Go 1.22 to the http router, we likely don't need to use it anymore. We should be able to swap to something simpler like this. We'll likely still need to continue using the the existing middleware from the Gorilla ecosystem as it's likely not worth rewriting from scratch.
