As a platform engineer, I want to use immutable dependencies for our product engineering so that engineering has consistent dependencies.

Acceptance Criteria:

Mirror upstream tool consumption, pragmatically.
Package is built using one of the myriad of Debian system building tools.
APT index stored in OCI Artifact Storage.
Every update is stored in every region. (Currently: phx and ashburn).
APT definition done via configuration.
GitHub actions are used to build packages from the configuration.
Prefereance towards Terraform where possible.
DOD version 0 met.
