Manual changes made to metadata annotations or labels are shown as In-Sync in the UI.

Describe the bug
When we manually update the annotation or label and sync back from the UI, it doesn't remove the manual edit; it just adds it to the existing label or annotation.

To Reproduce

Edit the label or annotation and sync back.

Expected behavior

The manual edit should be removed when we sync back, and it should show the diff for the manual addition.
