[Feature]: Support Error Workflow to better handle workflow run failure

Summary

When a workflow run fails, we need to notify the user of that failure but, some users want to handle failure a certain way. for example, create a Jira ticket or push an exception to sentry when a run fails. We should support this by allowing an error workflow that gets trigger when a workflow run of a different workflow fails.

Why should this be worked on?

Better debugging experience.
