Propagate user settings (language) to DB_CONNECTION_MUTATOR

I would appreciate any feedback on the question, since I am stuck a bit trying to get it resolved.
Let us imagine that we use DB_CONNECTION_MUTATOR to adjust some of the params in the SQL connection string in the following way:

def DB_CONNECTION_MUTATOR(uri, params, username, security_manager, source):
    user = security_manager.find_user(username=username)
    if user:
        if uri.drivername == 'your-dialect-name':
            uri = uri.update_query_dict({'your-variable-name' : variable-value})
    return uri, params

The target database can intercept the query and apply some additional logic on filtering data or getting the locale-dependent values. Is there any option to get the propagate user settings, e.g. the preferred/selected language so we can handle it as a connection string variable while fetching the resultset?

Any help will be much appreciated! :)

UPD: The option with the Jinja templating might not be fully suitable, since the language parameter cannot be passed within the SQL query
