Describe the proposal

Current Gravitino has a RBAC framework for users to set the privilege for different securable objects, and this privilege will be pushed down to different plugins like Ranger. But current Gravitino still doesn't support authentication for metadata object. So we should add a such mechanism to support authz for metadata in Gravitino.
