[Doc] Update docs to specify disclosure of AI on mailing list messages

Describe the enhancement requested

We've been seeing more AI-generated questions on the mailing list. We could update the docs to stipulate disclosure of AI-generated messages on the mailing list, distinguishing between acceptable use (rephrasing, producing more grammatically correct questions - we don't want to gatekeep folks with English as a second language who are using it to help in that way) vs. completely AI-generated questions.

To me an important thing to know is whether the entity I talk to is an autonomous agent, simple summation bot, or an actual user as I would want to respond differently.

I personally wouldn't mind as long frequency is manageable and AI use is disclosed.

Should we add a note about issues opened on our GitHub too? On https://arrow.apache.org/docs/dev/developers/overview.html#ai-generated-code we only reference code (PRs) and this new issue seems to tackle Mailing Lists but I think our issue tracker has also been lately populated with new issues or comments AI generated.
