Improve the release guide #59
Description
When releasing 0.8.1-incubating, I found something that could be an improvement.
- Recommen to use gmail to send the releasing mail, otherwise it may dispaly wired when received the mail through gmail
- We need to add the release note after the vote has been passed
- Need to update the web for the new version
