Submodule connect-docs in other repos as docs and symlink CONTRIBUTING.md

If we use connect-docs as a git submodule in the other repositories under the folder docs, then we can symlink CONTRIBUTING.md into the docs folder for each repository and maintain the contributor's guide from connect-docs while allowing GitHub to use the CONTRIBUTING.md file for notices regardless of repo.
