config.json should not contain both user-independent configurations & UI-state

Issue

We've committed the config.json to our repository as it contains configurations that are relevant for any user of the detective. That is why it is inconvenient that the UI state for selected scopes and groups is also updated in that file whenever the selection changes. It may be better to store the UI state in the browser's storage and use the values from the config.json only as the starting point.
