Thanks for reporting this! However you need to give a little more context.

In this case ' is being encoded to ' in post comments, not in posts or pages by the looks of it

Everything's being encoded on the way into the database. Are you trying to echo htmlspecialchars(comment_text());? because that'll show the output you've been seeing. I've just tested straight up echo comment_text(); (and applied a script tag to the inside) and I haven't hit a brick wall... Can someone double check this to confirm?
