Description

See #40114 that disables the flakey tests

Confirm that the issue does not exist in production
Identify reasons why videos suddenly became flakey

@danielrozenberg pointed out that this issue seems to have started after #40102

Reproduction Steps

run commands that were ran in https://app.circleci.com/pipelines/github/ampproject/amphtml/31229/workflows/97359115-b435-42ee-89e7-937021ef16d2 to try and repro
