CI packaging

It'd be great to setup CI to automatically build, package and distribute the binaries when a new tagged release is created (e.g. git tag v3.1)

Currently we are distributing pcalc through

• Homebrew (https://formulae.brew.sh/formula/pcalc#default)
• AUR (https://aur.archlinux.org/packages/programmer-calculator)

But it'd be good to package for other distributions (e.g. debian) and windows!
