gateway api是否支持URLRewrite

如下配置注释掉filters可以访问到后端服务，但是放开注释则找不到路由

目前使用的 gateway-api 版本是 v0.8.0，是支持 URLRewrite 的

Istio 单元测试中的示例如下：

以上两个配置访问https://xxxl.com/api/common-service/ai/hello时，均会变成http://xxx.com//ai/hello，有两个//，当服务不兼容双斜杆时会报404

好的，看起来应该是个可以优化的地方，我后面优化下这个逻辑，因为这部分代码是从 istio 1.19 中 copy 出来的，我也确认下 istio 新版本中是否已经修复了
