[Improvement] Provide different table.log.tiered.local-segments for latest partitions and old partition.

• I searched in the issues and found nothing similar.

Motivation

Currently, each bucket will reserve the number of table.log.tiered.local-segments log. However, the old partitions' buckets no need to reserve too much local-segments as the latest partition does. If a partition table with 1000 bucket, each day will increase 1000bucket. A weekend's partition table needs 7000 * 2 local segment, which is huge.
