比如同一个群里存在多个骰子的时候，可以由各自的管理员账号关闭或者开启自己的骰子

那样需要引入权限控制，暂时不做考虑

@playcmd 我借鉴了 @abrahum 大佬的这个项目写了个新的框架：https://gitee.com/unvisitor/dicer

我目前已经兼容了Nonebot2和QQ频道，大部分系的骰娘指令我这边已经都支持了，老哥有兴趣的话可以试试
