Check out mate-hud or gnome-hud if the KDE gmenudbusmenuproxy isn't available for plasma-hud.

like i can access that rofi menu if i am logged in to plasma and i have setup keybindings in plasma as guided in README,
i am looking for a direct command that i can run and the hud shows up it would make it easy for using in if in a Tilling WM session

If KWin isn't running, then I guess you can't use it's ModifierOnlyShortcuts setting. You'd need to bind the following dbus command with xbindkeys or something.

qdbus com.github.zren.PlasmaHUD /PlasmaHUD com.github.zren.PlasmaHUD.toggleHUD

mate-hud uses GTK Keybindings in it's code (which I removed), so it'd probably work.
