Super User Privileges

When granting the "Users" privilege to a super user, it automatically allows them access to the Switch Users system tool and they are able to create access for themselves where they can switch to say a system administrator and this essentially circumvents the idea of a super user only having specific admin privileges. Switch Users should be it's own configurable module in the Admin Access screen.

Additionally the "Users" admin privilege, should either allow editing/adding of all users but hide the Super User and Admin checkboxes OR not allow editing of users with Super User or Admin checked. This should be reserved only for Admins to do.
