CLI 2.2.0.2: meadow firmware write runtime does not honour configured route

**Describe the bug**

I have a Mac with two project labs attached (PL1 and PL2).  I wanted to update the firmware on PL2 to a new version I had built and I normally do this with the command:

`meadow firmware write runtime -f Meadow.OS.Runtime.bin`

This always wrote the firmware to PL1.  I expected the command to honour the configured route and write the firmware to PL2.
