Can't wear helmet in latest experimental

I upgraded from experimental 2900 to 2992, copied over saved game folder, config, graveyard, memorial, templates folders. In-game when I tried to wear an elec balaclava it said "You cannot wear a helmet!"

I then installed a less new experimental version, 2980 and it lets me wear a helmet.

BTW, I don't know if you want me to make another ticket, but this 2980 version takes about 7x longer to load save games. The window actually goes to "Not responding" for about 10 seconds, which is new.

Update: Loading saved games went back to taking the normal length of time after that first one.
