AI Ruled too long rule bug

Please explain your issue in as much detail as possible:
When the ruled too long game rule is set to AI only, it still happens to the player as well.
Steps to reproduce the issue:
Set the rule to AI only then play as one character for 50 years

Can't reproduce it. What character did you start playing? Have you switched to another character?

I played as a human ruler designer character and stayed as the same character. I had a look at the code and I might be wrong as I am not a code expert but it seems to always be registering as true if the option is not set to off.

I stayed as the same kingdom the whole time and did not create any new titles.
