FR: Implement inheritance for tools just like artifacts

Currently artifacts added to the root org are visible inside the child orgs automatically. This is not the case to tools - each org has a totally different tool definition and needs to have the same tools uploaded.

It makes sense to allow tools to be also visible from the root org but also allow the org admin to override them inside the org. This makes it easier to manage new orgs as they will automatically inherit both artifacts and tools from the root org.
