Support for multiple contests

Multiple ways to go about this UI-wise.

• Can have a single top bar that has a drop down.
• Can have a page for a particular contest and then a subbar that appears with the problems for that contest
• Can have only a single active contest and then a problems archive

Much easier to do when (#4) is implemented
