Add progress bar to TcplWriteLevel0, tcplPlot and tcplRun

tcplPlot and tcplRun can be often run for awhile with no updates. Investigate ways to add a progress bar to tcplPlot and tcplRun to keep users informed of status.

• Consider adding timing outputs for "internal" steps at tcpl Level 4 to determine if the writing is taking time or the fitting.
