Add a message system feature

The idea is provide the possibility to define a message at login page or inside the app.
For different messages like this:
Maintenance Notification
Service Down Notification
Notification
Alert
Message
Info Message
Update Notification
System Notice
Important Notice
Announcement
Status Update
Reminder
This feature would be accessible within Admin -> Settings
