[Feature Request]: Provide Custom Tooltip as alternative to the native HTML tooltip

Feature Request Description

Introduce opt-in feature to show alternative tooltip in a number of components. This tooltip comes with specific design and accessibility improving the user experience.

The Tooltip:

• is a popup component with a specific design
• contains text only
• remains open on hover to enable text selection
• pops-up on hover | focus | CTRL + Q
• should be built as opt-in feature - apps to decide if they get the native HTML tooltip or a custom one
• should popup for long texts to display the full text when truncation occur?
• mobile gestures to see the tooltip?
