Could the GitHub Actions be replaced by the `pre-commit` hook via the linting action?

Looking at https://github.com/UCL-MIRSG/xnat-aws/blob/main/.github/workflows/terraform.yaml and https://github.com/UCL-MIRSG/xnat-aws/blob/main/.github/workflows/terraform-docs.yaml they seem to share a lot of similarity with the master pre-commit hooks.
