For example, when utilizing 104.20.128.0 which is my best IP, can I change it to 104.20.128.2?

Typically the accessibility and performance of the entire /16 segment is similar, but it is recommended that it be tested to be sure. My tool does not support testing other suffixes at this time, and may be improved in the future.
