A service to create the genotype_call table, add appropriate indices, copy command insertion, etc.

This is an API service to support the Genotype Importers.

Note: we had a discussion about whether the copy command should be it's own service since there may be other tables it could be used for. In the end we decided it is easier for porting now to keep the copy command within the genotype_call service since it is currently only used for the genotype_call table. If in the future we make a new copy command service then we will just call that new service within this one.
