NodeNorm versioning changes

• Yaphet has asked me to track changes with the major/minor versions here, eg. increment the middle digit even if it's not a major NodeNorm change as long as it's a major Babel change, as that will be signal to downstream users that something major has changed.
• I've just realized that https://github.com/TranslatorSRI/Babel/blob/master/releases/TranslatorMay2024.md doesn't talk about preferred IDs changing because of Biolink model changes, which I should note down.
• I should talk to Yaphet about incorporating Babel version into the app, which might give me the inspiration to call it e.g. "2.6-2024mar24" and then I can increment things as they change.
