The reason for the Grants to Individuals guide being at the same top level as the general pubisher guide is due to the insufficiency of the navigation levels, which makes it difficult to search for content within the guidance. We've talked to Matt about a longer-term fix for this, but currently it would mean you can effectively use the H1s within each guide to browse and skip to content.
Re: Technical information, I think @mrshll1001 has more informed opinions on this than I do, but my recollection is that we renamed it to this because only the Reference section of that guidance constitutes the Technical Reference, and so we gave it a more general parent term to be inclusive of the other content.
Re: About the 360Giving Data Standard, I agree it's a bit vague, but I think "community" isn't quite right either. I guess the commonality between the two sections is change and management of the standard, so we could call it something like that?
Apart from 'guidance to publishers' the top-level menu items titles on https://standard.threesixtygiving.org/en/latest/ appear to be a bit random to me.
