Turning on cheats?

I have copied a world from my local machine to the server and it works, but all the game settings has been reset.
Is there a way to turn on cheats?

I have added myself as an operator in the permissions file, but I am still unable to change any game settings from the menu.

I have also tried opening the level.dat various NBT Editors, but no one seems to be able to open the file.

The thing is you have to modify the server.properties file to change gamemodes. And if you have access to the console you enable cheats or maybe easier to do in the server.properties file.
