BinarySerialization is obsolete and requires a special project setting in our agents to use it under .NET 8.0

It's long past time to replace it. This issue is to decide on the replacement and implement it for 1.7.0. The same solution will be ported to our next 2.0 beta.

UPDATE: I've decided this is too much effort for implementation in our 1.x series. It's booted to version 2.x.
