Need to apply personal profile font & theme to PowerShell Core 7.1.

Looks like we just need to create a powershell.config.json in the proper location:
https://docs.microsoft.com/en-us/powershell/module/microsoft.powershell.core/about/about_powershell_config

Also enable Powerline features.
