Allow mild steel wires for Scouting 1 upgrade

This PR for the main game made chain link fences use mild steel wires instead of just wires:

CleverRaven/Cataclysm-DDA#72285

Since we can't just smash fences any more, the next easiest way to get the original wires is by disassembling bras or hairdryers one by one, which makes unlocking the Scouting 1 upgrade waaay harder. If this is supposed to be a quick and easy first upgrade, adding mild steel wires to the recipe might restore it back to the same difficulty?

It made for a fun hubris moment in my youtube series at least haha
