TF2Stadium Configs

TF2 server configs used by TF2Stadium (Specifically, by Pauling)

When setting up a server, configs are executed in the following order (filenames relative to configs/):

1. base.cfg
2. formats/<format>.cfg
3. <league>/<mapType>_<format>.cfg
4. after_format.cfg
