[] PR 修改日志检查
暂定在 PR 触发 approved 检查
[] 把生成的日志发到评论，不需借助其他action发
[] 把评论里确认好的日志，提交到CHANGELOG.md
[] 发布PR合并后，自动触发git tag push
[] 发布PR合并后，自动创建 github Releases
读取PR 的评论列表
