Unable to merge pdf in Work Profile

The "MERGE FILES" produces a corrupted PDF and a toast message that says "We were unable to access PDF. Files may be encrypted or in the external storage" in Work Profile.

Steps to reproduce

1. Open Work Profile
2. Move the qualified PDFs to ~/PDF Converter
3. Select Merge PDF > Select Files > MERGE FILES

Expected behaviour

A PDF file that contains the merged PDFs is produced.

Actual behaviour

Corrupted PDF is produced.
