One of Starrrocks FE instance keeps reporting meta data missing error in shared-date mode

We're using shared-data Starrocks(3.3.2-857dd73), but we're running into a weird problem.

Steps to reproduce the behavior (Required)

1. Flink job keeps inserting data into Starrocks
2. All FE gets restarted to update some params
3. one of FEs goes down after restarted, cause it starts to execute shutdown hook followed by serveral rounds of journal replayed as per the logs
4. Besides, we get an error message below from a FE instance.

Fail to publish partition 10057 of txn 2013: Fail to publish version for tablets [10069]: starlet err Open hdfs file /user/starrocks/1018bac0-aeb9-4800-9396-6ee7a48699d8/db10043/10058/10057/meta/0000000000002755_0000000000000001.meta error: No such file or directory: No such file or directory
