upgrade python environment

Version : st2 3.6.0, on Python 3.6.9
OS: Ubuntun 16.08

I am using the st2-docker and I am getting an error:

I have it within my requirements.txt:
openpyxl ~= 2.4.0

However, the package is still not installing.. any help is appreciated.
