Azure Functions provider

Feature Request:

Acceptance criteria :

• It should be integrated as a plugin in the same manner like the AWS deploy plugin https://github.com/SqueezerIO/squeezer/tree/master/lib/plugins/aws
• deploy with the Arm Templates with the https://docs.microsoft.com/en-us/azure/azure-resource-manager/resource-group-authoring-templates which is similar to the AWS CloudFormation
• add Events support ( Bindings ) https://docs.microsoft.com/en-us/azure/azure-functions/functions-bindings-http-webhook
• the plugin name should be "azure"
• should be able to deploy API / WEB apps into the Azure Cloud
• should work with the checksums ( deploys only the microservices where code changed )
• add 2 templates : azure-api-nodejs ( Azure generic API Hello World template ) and aws-web-nodejs-reactjs ( Azure NodeJS WebApp template + Pug + ReactJS support + Material UI + Bootstrap 3 styling )
