garbled file names in zipped package #6

From time to time I download the entire package in a .zip file to test it to make sure all the files are up to date, nothing missed.
(update before last, somehow two files never got uploaded!)
I never had this problem before, but now filenames with non-ASCII characters are all garbled - translated using the wrong character-encoding, not UTF-8. I forgot we regressed back to the turn of the century.
Not sure how long this has been a problem.....
Sad this giant corporate-owned international website does not support international people.
Now I must modify several projects, or abandon this repo.....

Oh, now making it even worse, the unzipped folder will not delete....it says I don't have permission...?

I was able to delete the downloaded .zip file, not the unzipped folder.
I re-downloaded the .zip file again.
I tried to view the filenames without unzipping, and they were garbled.
Just for shts-n-grins, I unzipped the .zip file using the 7-Zip application instead of the native Windows 7 app.
Now the filenames are ungarbled!
But I still can't delete the folder. 7-Zip changed the contents of this folder. I was now able to delete the contents of the folder. Then it let me delete the folder.
I never had problems like this before, hope you don't! Maybe it's just a Windows 7 problem.

I asked someone with a Windows 11 system to download and unzip the files. No Problems. Everything worked. Likely it was Windows 7.
