• Signature/checksum verification of installed dependencies
• Check with stakeholders and remove SCons build
• Java debugger (CMake UseJava, or else a separate gradle build)
• Python package soar-sml, pypi publishing

I think only these two:

• Python package soar-sml and publishing to pypi (only indirectly connected to CMake I assume)
• Soar debugger (if build via CMake's UseJavaand not with another tool)

@garfieldnate the version number was not updated in the 9.6.4 pre-release, but should have been caught by a regex. Do you use a script to change the version number?
