Negative Fitness encountered

Two changes:

1. Need statement to catch negative fitness calcs from poor solutions in Calc_Fitness (line 521 in Gnowee utilities)

2. Need to move return statement inside try block in Read_MCNP_Outpit (end of MCNP Utilities)
