Convert SectionParticipant StartDate/EndDate to dates #297

These are currently timestamp fields, but all UIs for them are date editors so the time value is currently arbitrary. Since we only want to collect and track dates here, we should migrate the columns to date fields and audit uses of StartDate/EndDate to ensure they're properly inclusive w/r/t timen
