Filters for Enrollment start/end date

After an enrollment end date, teachers should no longer see that student listed in their task view and their competency dashboard view.

Students should no longer see tasks from that section in their default task view. They should however see that section in the drop down. Once chosen, the student would be able to view all tasks.
