SlateAdmin viewer needs to load worksheet from report

Currently the SBG viewer added into the narrative reports section in SlateAdmin loads an SBG worksheet into the report form based on which worksheet is assigned to the section.

For any reports that have already been saved, the worksheet_id attributes saved with the report should be used instead. The section-level assignment should only determine which worksheet is used for new reports.
