Touch DnD doesn't work on Chrome on Android #1407

Running Chrome 63 on Android 7 Samsung Galaxy Tab A.

The documentation says it's possible to make DnD work with touch:
https://github.com/SitePen/dgrid/blob/master/doc/components/extensions/DnD.md

I tried the test page mentioned in the doc and it doesn't work.

If I go to http://dgrid.io/js/dgrid/test/extensions/DnD_touch.html, I should be able to drag and drop items by dragging cells in the first column.

However, on Chrome, it still tries to scroll and DnD doesn't work at all.
